Frances Mann, Volunteer of the year 2023
Frances Mann

Frances Mann is the volunteer extraordinaire, especially for WHS sports events! She is the ubiquitous friendly person who welcomes you, takes your money, and makes sure that no one sneaks in. Frances is the number one fan for all sports and even brings snacks for the teams.
Frances grew up in Redbanks, graduated from Exeter High, and joined the Woodlake community after she married a WHS grad, Chuck Mann. Her talent for organization makes her successful at everything she has taken on – working at title companies and at Woodlake Unified for 24 years. Frances was the ASB secretary at WHS for many years and was an excellent unofficial Athletic Director.
Frances has donated countless hours to schools (Sequoia Union, PTA and School Site Council, Castle Rock library, WHS: School Site Council, Foundation, Bravo: School Site Council) and community groups (Woodlake Garden Club, Lady Lions, St. Francis Cabrini Catholic Church). She has taken on many leadership roles over the years serving as President, Vice President, Secretary, Corresponding Secretary, Treasurer, and more. Frances has been honored as the Women of the Year, Grand Marshall of the Lions Rodeo Parade, and being nominated as Tulare County Employee of the year.
As you can see, Frances is always busy helping others and volunteering at events. Some of her favorite Woodlake events besides sport games are the Lions Rodeo, July 3rd Blast, and the parades. Frances’s favorite saying is “Love you more!”.
Woodlake is so fortunate to have her love, time, and energy!

Charlotte Scott and staff at the Runway Café, Business of the Year 2023
Charlotte Scott and staff – Runway Cafe

Charlotte Scott has been in the restaurant business for 24 years and began the Runway Café nine years ago with the help and support of her partner, Butch Reed. She feels truly blessed to have the Café and is extremely grateful for her loyal friends and customers who kept the Café alive through Covid and road closures.
The restaurant is a family affair which gives Charlotte the opportunity to spend more time with the people she loves most and admires. She loves being in Woodlake and always looks for ways to quietly give back to the community through fundraisers, adopting families at Christmas, or donating to churches and other organizations.
The Runway Café, with Charlotte Scott at its helm, is one of the true centers of the Woodlake Community.
